Former New York City Police Inspector Kevin J. Perham of Commack, New York has been identified as the individual who tortured a pigeon in front of animal activists at the Philadelphia Gun Club (State and Street Roads in Bensalem, PA) on November 9, 2013.

While animal protectors waited in boats and on the shore of the Delaware River to rescue pigeons shot by the gun club, Perham taunted them by holding up a wounded pigeon by one wing. Perham swung the wounded animal and bounced it up and down while the pigeon flailed in agony. See videos here:

“This was some very twisted cruelty,” according to SHARK president Steve Hindi, “Because Bucks County District Attorney David Heckler is friends with PGC members, they know they can do anything, and Heckler will simply turn a blind eye.”

Perham the pigeon torturer now works as a senior investigator for Deloitte, a risk management company that describes its focus as: “…serving our clients and helping them solve their toughest problems.”
 
Incredibly, Perham the pigeon torturer is also the president of National Law Enforcement Associates, a non-profit organization that claims to train police and security personnel.
 
SHARK has video documentation showing birds suffering pain and stress from their gunshot wounds for hours or days until they die from trauma, predation, starvation, thirst, infections or infestations related to their wounds. In the case of the Philadelphia Gun Club, which borders the Delaware River, pigeons also drown in the river.
 
SHARK, Karel Minor and other Pennsylvania Humane Police Officers maintain that live pigeon shoots violate Pennsylvania Humane Law 5511 in numerous ways because the birds are abandoned, ill-treated and neglected.
