Three More PRCA YuppiesRetired California Judge Rames Roeder In late 2005, retired California Superior Court Judge James Roeder became head of PRCA Grievance Oversight. Impressive, yes? Roeder was supposed to ensure that PRCA rules violations were dealt with properly. But, as with all that is the PRCA, dig a little deeper and things that look shiny are very tarnished and dirty. PRCA Commissioner Troy Ellerman said that Roeder’s mission was to "return some integrity to the system, and clean up the good-old-boy network," by ensuring that violations are taken seriously. This was apparently an admission that up to this point there had been NO integrity to the PRCA’s grievance system, and that there DID exist a good-old-boy network. Perhaps that is why there are so many humane violations in the PRCA, documented and submitted by SHARK investigators, none of which are apparently ever punished. Coincidentally, at the time of Roeder’s well-touted appointment, SHARK was just finishing up the most recent rodeo season’s worth of documenting PRCA humane rules violations in rodeos across the country. We have been documenting flagrant, repeated humane violations for well over a decade. We were very pleased to hear that there was a new cop who was, at long last, going to make things right. We sent both E-mail and a registered letter to Roeder to establish contact, asking him where we could send our video and still picture evidence. Judge Roeder’s response was complete and utter silence. So much for cleaning up anything at the PRCA. We can’t say that we are surprised. It was totally illogical to believe that Commissioner Troy Ellerman would actually install anyone to clean up the corruption at the PRCA, because “the cleaner’s” first move would likely be to throw out Commissioner Ellerman, followed by the PRCA board. This retired judge was brought into the PRCA for public relations purposes, and nothing more. Roeder is meaningless window dressing, just like the PRCA’s supposed “humane rules.” In fact, the “window dressing” humane rules have now exposed the “window dressing” judge. The fact that this retired judge would allow himself to be used is repulsive, but there is more to tell about retired Judge James Roeder. Roeder was described by one defendant as a “hard-line, anti-defendant, hanging judge.” That defendant also filed an official Complaint of Fraud, Conspiracy and Malfeasance against then-Judge James Roeder.Click here to see the Compliant of Fraud, Conspiracy and Malfeasance. Of course, one could claim that this judge simply didn’t play games with criminals. However, a Commission on Judicial Performance saw real problems when it issued a six-page Public Admonishment of Judge Roeder stating that he repeatedly violated defendant’s rights. Here is an excerpt of the Commission’s findings: Judge Roeder’s conduct, at a minimum, constituted improper action under article VI, section 18(d) of the California Constitution. You might think that a judge who does NOT uphold the integrity and independence of the judiciary, and who does NOT respect or comply with the law has no place in the courts. We would agree. Fortunately, there is a place for unfair, reject judges such as James Roeder, and it is called the Professional Rodeo Cowboys Association. ----------------------------------------------------------------- Cindy Schonholtz Cindy Schonholtz is the PRCA's "Humane Coordinator," although you'll never hear her speak out against rodeo animal abuse. Instead she makes every attempt to defend rodeo animal abuses, and does what she can to impede progress for animals. ------------------------------------------------------------------- "Doc" Etienne "Doc" Etienne, like PRCA commissioner Troy Ellerman, is a California lawyer. Even the PRCA's Hall of Fame refers to Etienne as a "city boy." But as any urban dogfighter will tell you, some city boys can take a real hankering to animal abuse. Etienne has a plaque at the PRCA Hall of Fame that reads in part: Etienne has the distinction of be a founding member and the first president of the Animal Welfare Council. He has been a strong force in making the Association the leader in dealing proactively with animal welfare issues and is extremely dedicated to the welfare of rodeo animals and the rodeo industry. A strong force in dealing proactively with animal welfare issues? Extremely dedicated to the welfare of rodeo animals? Those bold compliments are wholly negated by two words: STEER BUSTING. And that, of course, is just the tip of the iceberg. There are many additional cruelty issues which the PRCA has attempted to evade for decades. Given SHARK's overwhelming evidence of abuses, injuries and deaths at PRCA rodeos, we find any accolades given to Mr. Etienne for his "dedication to the welfare of rodeo animals" to be utterly ridiculous. |
